Food waste is more than a discarded-food story
Food waste is often discussed as a visible problem: edible food left on plates, rejected produce, unsold goods, or household items that reach disposal systems without being eaten. Yet the way food waste is measured can change the meaning of the story.
The United Nations Statistics Division provides two related indicators through the United Nations Sustainable Development Goals Data Portal: food waste measured in tonnes and food waste measured per capita in kilograms. These indicators describe different dimensions of the same broad issue. Neither should automatically replace the other.
The total measure helps readers understand the overall quantity associated with a country or reporting area. It can be useful when considering the scale of collection, treatment, prevention, reuse, or recovery systems. A large total may indicate that the issue requires substantial institutional capacity, even when the per-person figure appears relatively moderate.
The per-capita measure changes the question. Instead of asking how much food waste is associated with an entire population, it asks how the reported amount relates to the population size. This can support comparisons between places with very different population scales. It may also help readers think about food waste in relation to everyday consumption and household life.

They also do not establish whether discarded food was avoidable, unavoidable, edible, inedible, redistributed, used as animal feed, processed, composted, or sent to another form of treatment.
This is why the indicators are best understood as measurement tools rather than final judgments. They can show the scale of a reported problem and provide a basis for comparison, but additional information is needed to identify causes and assess responses.
The distinction is especially important for international readers. A result that appears high or low should not be interpreted as a simple ranking of national responsibility or public behavior. Measurement boundaries, data availability, and institutional reporting can affect the result. A careful article, policy discussion, or public debate should therefore state which indicator is being used and what it covers before drawing conclusions.

Readers can ask several basic questions when using the Food Waste Indicator.
First, is the figure a total amount or a per-capita amount? Second, what reporting period does it represent? Third, what population or reporting area is included? Fourth, which parts of the food system are covered? Finally, are the data sufficiently comparable across the places or periods being discussed?
These questions do not make the statistics less useful. They make the interpretation more reliable. Total food waste can communicate the operational scale of the challenge, while per-capita food waste can provide a population-adjusted perspective. Together, they offer a more balanced starting point for understanding food waste across countries and regions.
The central lesson is simple: an indicator does not speak without a question. Total tonnes and per-capita kilograms are both valuable, but they answer different questions. Readers who keep that distinction in view are less likely to mistake population size for individual-level behavior, or to treat a single measurement as a complete account of the food system.
